COMING UP...PRO WALK/PRO BIKE 2004 PRESENTATIONS ONLINE

-> We're currently working hard to get as many of the presentations
online as we can from our just-finished Victoria conference. They've
been rolling in for the past week and we expect quite a few more to
come in before our October 10th deadline. After that, we'll have to
organize them for posting on the NCBW website in a cogent way so people
will be able to find what they want. We hope to get them up by the end
of October at the latest. Thanks to everyone who helped make Pro
Walk/Pro Bike 2004 such a success! Watch this space for announcements

PRO WALK/PRO BIKE FEATURED ON DIGITAL RADIO PROGRAM

-> Shortly before Pro Walk/Pro Bike 2004 started up in Victoria, we
received a note from Philippe Boucher, who told us "I live on
Bainbridge Island (WA) in front of Seattle, not far from Victoria. I
have started a community internet-based radio, Voice of Bainbridge. I
am interested in covering the conference and digitally recording as
many presentations and interviews as possible. Very often people don't
think about digital recording because this is still somehow a new
technology and people are not used to the small portable MP3 recorders.
The big advantage is that it is very easy to download the files and
post them on line for everybody to listen to so the people who cannot
attend have a very easy and very quick way to feel part of the
conference..."

Well, we welcomed Philippe with open arms and he took it from there.
And how! He recorded interviews with Nancy MacKerrow, Leah Shahum, Eve
Jennings, Sean Wheldrake, Lele Williams, Allen Turnbull, Sue Knaup,
Keith Holt, Maree Burn, John Luton, John Wetmore, Marc Jolicoeur, and
more. He also recorded a number of the presentations, including
keynotes by Tedson Meyers, Andrew Pipe, MD, Gordon Price, Catherine
O'Brien and Henry Orsini, as well as sessions on "Complete the Streets,"
Thunderhead's 50/50 project, and more.

PRO WALK/PRO BIKE 2004 SRTS INSTITUTE A BIG SUCCESS

-> The Safe Routes to School (SRTS) Institute featured 15 presenters
and over 100 participants from all across North America, Australia and
Africa. Almost half of the presenters were practitioners from Active
and Safe Routes to School initiatives in Canada. Their experiences and
insights were eagerly received by their counterparts in the US. The Go
for Green (http://www.goforgreen.ca/) and Safer Cities
(http://sst.safercity.ca) programs offers comprehensive and
illustrative resources to help communities get on their way to
establishing safe routes to schools and participatory programs. Jackie
Kennedy offered specifics on the SRTS pilot program she initiated in
Toronto in 1996 in three schools that has now grown to over 1000
schools in the Ontario Province. Bernadette Kowey spoke on the
importance of community engagement and the benefits of social marketing.

The presenters from the US featured coast to coast case studies from
NYC to California with a stop in Chicago. In NYC a GIS based system is
being used to select, prioritize and coordinate projects. Marin
County, California has become an incubator for SRTS programs and
training. Managing liability concerns was discussed by Dave Glowacz
from the Chicagoland Bicycle Federation, who advised that most school
districts have "risk managers" and that it is key to bring them into
the loop. All of the presenters told very candid stories and freely
shared what has and has not worked for them. Feedback from the
Institute has been very positive with many participants commenting that
they really appreciated the range of ideas that they received, from
technical solutions to creative enforcement policies.

David Engwitch of Barton, Australia, challenged everyone to take risks,
to be more creative in their approaches and to assume personal
responsibility to achieve outcomes. Peter Lagerwey, Seattle's Bike/Ped
Coordinator offered advice on institutionalization, "Make sure the
rules support what it is you are trying to achieve." Community
advocates participated in the program by sharing their stories,
challenges and visions for kid-friendly communities.

Featured speaker of the day was Catherine O'Brien from the Centre for
Sustainable Transport. Dr. O'Brien's research centers on the importance
of including and involving children and youth in transportation and
land use planning. Her findings demonstrate a need for developing child
friendly planning guidelines. Children are rarely considered in our
planning decisions or transportation policies. Dr. O'Brien was also the
featured speaker at Wednesday's lunch where she asked all of the
conference attendees to reflect on the value of happiness and quality
of life indicators.

The impetus to convene the Institute was to get beyond the basics of
SRTS and to create a forum for exchange and dialogue with the
practitioners. "I think we did that" said Sharon Roerty, NCBW Director
for Community Programs who developed and facilitated the Institute.
"Our next step is to keep the dialogue going. Going forward the
challenge for each of us is to move beyond the single school house
approach. We have to take what we are doing in our communities and
within our organizations and increase it by orders of magnitude. We
need to transform SRTS from a term to a movement and to a way of life.
We need to redefine our communities and our children's place in our
communities. I think we can do this, in fact I am more confident than
ever that we can do this given the depth of interest, level of
commitment and ingenuity that was evident at the Institute."

NCBW NAMES WALKABLE COMMUNITY WORKSHOP PARTICIPANTS

-> The National Center for Bicycling & Walking (NCBW) has announced the
participants in the third round of its Walkable Community Workshops
program. They are: Chicago Area Transportation Study, Dover/Kent County
MPO and Wilmington Area Planning Council (Delaware), Fayetteville Area
MPO (North Carolina), Hillsborough County MPO (Tampa, FL), Indianapolis
MPO, Kern Council of Governments (Bakersfield, CA), Los Angeles County
Metropolitan Transportation Authority, City of Medford (OR), Miami-Dade
MPO (FL), Miami Valley Regional Planning Commission (Dayton, OH),
Mid-America Regional Council (Kansas City, MO), Spartanburg County MPO
(SC), and Volusia County MPO (Daytona Beach, FL).

Walkable Community Workshops provide technical assistance to MPOs on
creating more walkable and bike-friendly communities. A community staff
specialist is trained to serve as the local workshop coordinator.
Beginning in 2005, NCBW instructors will present a series of five or
eight workshops in each of the selected regions. The workshops focus on
real-world problems and hands-on solutions.

STUDY SHOWS AIR POLLUTION EFFECTS ON CHILDREN'S HEALTH

-> According to an article in the Sept. 17th issue of the Surface
Transportation Policy Project's Transfer newsletter, "Researchers in
Southern California studied the health of nearly 1800 children over an
8-year period, documenting how exposure to polluted air from
particulate matter and other pollutants affects the lung development of
children, showing diminished lung capacity of less than 80 percent of
normal capacity. The study, published September 9 in the New England
Journal of Medicine, found that children exposed to more polluted air
were five times more likely to have reduced lung development by age 18
than children raised in more pristine areas. The study also documents
the other health risks that go along with slower lung growth in
children, including more illness later on in life.

"These findings are applicable to any urban area, with the higher the
levels of pollution, the worse the effect on children," said James
Gauderman, the key researcher on the study. The findings are
particularly timely as Congress continues to review renewal options for
TEA-21, with fine particulate matter (PM2.5) among the contaminants
that state and local officials must now more fully consider.
Importantly, the pending Senate bill commits more resources to
furthering air quality improvements than the House bill, but weakens
some of the existing procedures that would hold transportation
decision-makers more accountable..."

THUNDERHEAD ALLIANCE RELEASES BICYCLING BENCHMARK REPORT

-> According to a Sept. 13th release, "The Thunderhead Alliance has
released its initial report from its North American bicycling
benchmarking project for 14 states and 15 cities. Thunderhead is the
first to take on the daunting task of a comprehensive data collection
process for bicycling mode share, crashes, funding and organizational
capacity. As the national coalition of state and local bicycle advocacy
organizations, Thunderhead completed this report, with support from
Planet Bike and the National Bicycle Dealers Association, as part of
their 50 States/50 Cities Project. Results from the project will help
Thunderhead focus their resources in areas where their work is needed
most.

"State and local bicycle advocacy has reached a level of sophistication
that requires leaders of Thunderhead organizations and their partners
to understand where their achievements and struggles fit in comparison
to the rest of the continent. Leaders of Thunderhead organizations
assisted with this first report and are in the perfect position to not
only help to gather data, but to deliver results back to their
transportation officials and request better performance for bicycling
and data collection. 'Never before have we had at our fingertips
comparison data that can guide our efforts,' said Sue Knaup, Executive
Director of the Thunderhead Alliance..."

NEW YORK CITY RALLIES FOR CAR-FREE CENTRAL PARK LOOP

-> A recent Transportation Alternatives news release invites folks to
"Join T.A., city elected officials, leading public health advocates and
other notable speakers for a watershed event in the campaign to return
the Central Park loop drive to its original car-free state. Bring your
family! [Speaker's list includes Jane Holtz Kay, James Howard Kunstler,
and many others.]

"After years of tireless organizing, a Car-Free Central Park loop drive
is now within our grasp. 75,000 New Yorkers have now signed the
petition, and key NYC City Council members and organizations
representing hundreds of thousands of New Yorkers are now solidly
behind the campaign. City officials and the media will be there to
gauge public support for a car-free loop drive. But only 450 can attend
the Town Hall Rally on Oct. 26 at 7pm at 160 Central Park West at 76th

CALIF. HOSTS "EVERYDAY ACTIVITY" CONFERENCE NOV. 17-18

-> According to a Sept. 13th note from Cyndi Guerra Walter, "The
California Center for Physical Activity, a program of the California
Department of Health Services, invites you to its upcoming conference,
Creating Opportunities for Everyday Activity, on Nov. 17 and 18, 2004,
at the California Department of Health Services (DHS) Auditorium, 1500
Capitol Avenue, Sacramento. The two-day conference will highlight
programs and partnerships that encourage everyday physical activity
through policy and environmental changes and state and local
programming. Conference speakers will cover projects that have been
developed and disseminated by the California Center for Physical
Activity. Many of these projects and approaches have received
recognition and awards by national organizations for their innovation
and excellence.

"A post-conference session, Putting the Pieces Together: Designing Your
Local Physical Activity Intervention, will be offered on Nov. 18, 2004,

GAO REPORT QUESTIONS TEA-21 STATE COMMITMENTS

-> According to a Sept. 17th article in the Surface Transportation
Policy Project's Transfer newsletter, "A recent report by the U.S.
General Accounting Office concludes that states used the recent
increases in federal highway funding to substitute for their own
financial commitments to transportation. It reports that state and
local 'investment from 1998-2002 decreased by 4 percent in real terms,
while the federal investment increased by 40 percent.'

"The August 2004 report, 'Federal-Aid Highways: Trends, Effect on State
Spending, and Options for Future Program Design,' finds that states
accelerated their rates of substitution of federal dollars for state
dollars, an option available to states given the current program
structure and requirements, specifically the absence of maintenance of
effort requirements...In an earlier STPP analysis of transportation
revenue trends during the TEA-21 period, state debt was by far the
fastest growing source of new revenue to transportation coffers, while
federal and local government efforts outpaced states in providing new
revenue for transportation investment..."

STUDIES: WALKING GOOD FOR OLDER HEARTS & MINDS

-> According to a Sept. 22nd Washington Post article, "It is never too
late to eat well and exercise every day, according to a quartet of new
studies that found healthy lifestyles can produce dramatic benefits for
the body and mind even among the elderly. Although a plethora of
research has demonstrated that a good diet and regular physical
activity are potent promoters of health, the four studies released
Tuesday found that the effects extend into old age, sharply reducing
the risk not only of heart disease and cancer, but even of dementia...

"[Two] studies produced the strongest evidence yet that simply walking
every day goes a long way toward keeping the mind sharp and warding off
dementia, including Alzheimer's disease. Taken together, the new
studies provide some of the most definitive evidence to date that
relatively simple, inexpensive lifestyle changes can dramatically
improve the health and well-being of the elderly, experts said. 'This
package really provides a lot more data supporting the whole concept
that lifestyle matters," [Meir J. Stampfer of the Harvard School of
Public Health] said in a telephone interview. The findings are
particularly important because of the rapidly increasing number of
Americans who are elderly, a driving force behind skyrocketing health
care costs in the United States..."

TOUGH TO MOVE BIKE, PED PROJECTS IN ATLANTA REGION

-> According to a Sept. 19th Atlanta Journal-Constitution column, "Only
one form of transportation is universal to everyone. At some point in
every journey, everybody is a pedestrian. So in an ideal world,
pedestrians would receive an equal level of respect and funding given
to all other modes of transportation. Unfortunately that's not the
case. Only recently have pedestrian and bicycle pathways been viewed by
the Atlanta Regional Commission as one of the five major transportation
systems in the Regional Transportation Plan.

"When looking at Mobility 2030, $1.2 billion of the $52 billion plan is
slated to go to bike-ped projects. It is just a small fraction of the
overall plan. And all of that may not be spent, because local
communities that must provide local matches for the federal funds don't
always come up with their share. For example, the ARC said that only 16
percent of the pedestrian and bicycle projects that were to be
implemented in 2003 actually moved forward. About $50 million was
allocated in the ARC's transportation plan that didn't get invested in
bike-ped projects in the 10-county metro area, according to Tom
Weyandt, the ARC's director of planning..."

ARKANSAS GOVERNOR PROMOTES PHYSICAL ACTIVITY

-> According to a Sept. 16th CBS News story, "Most politicians seem to
change once they get in office, but as CBS News Correspondent Wyatt
Andrews reports, Arkansas Gov. Mike Huckabee has traded in his entire
body. Huckabee used to weigh 280 pounds. His current weight, 170. 'The
southern word for it is he's just fat,' says Huckabee. 'He's a fat
boy.' A fat Southern boy raised in the culture of fried everything.
'Fried tomatoes, fried potatoes, fried catfish, fried Twinkies at the
state fair. As if a Twinkie isn't challenging enough to one's
nutritional values,' says Huckabee. When his doctor diagnosed diabetes,
Huckabee decided to change his life.

"Then he decided much of Arkansas needed to lose weight too. 'As long
as I was obese, I could hardly get in front of the people of my state
and say, 'Folks, we have an obesity epidemic, and by gosh we have to do
something about it.'' And so the state began by weighing every school
child. They put them on the scales, and the result was shocking. Forty
percent of Arkansas schoolchildren were found to be overweight, with a
third of them in line to get diabetes. Parents were warned in letters
their children were risking their health..."

PARENTS SEEK SAFER STREETS IN PRAIRIE VILLAGE (KS)

-> According to a Sept. 23rd Johnson County Sun article, "A group of
local residents is concerned that students attending Corinth Elementary
School must take a walk on the wild side to get to class. On Monday,
about a dozen residents of Leawood and Prairie Village asked the
Prairie Village City Council to protect Corinth students from nearby
traffic. Corinth is located at 83rd Street and Mission Road, and both
streets are heavily traveled by commuters en route to work, said
Leawood resident Sue Lawrence. 'I'd like to see it safer, one way or
another, for our kids to get to school,' said Carol Strum, Leawood
resident.

"Enrollment at Corinth has increased dramatically because of the
closure of nearby Somerset Elementary School. Corinth's enrollment is
494 students, up 171 students from last year. The growth in enrollment
has further crowded streets, sidewalks and crosswalks near the school.
I think (the traffic) is a huge danger that the council ought to be
concerned about,' said Donna Fischgrund, Leawood resident. She said she
wanted the council to address traffic proactively before a serious
accident occurred..."

AUTHOR: MILLIONS GOLF BUT WANT TO LIVE NEAR TRAILS

-> According to a Delaware State News article, "It's said a picture is
worth a thousand words. Urban planner Edward T. McMahon on Thursday
showed several to an auditorium full of Delaware mayors, county
councilmen and planners. The pictures showed positive and negative
examples of development in cities across the nation. He said
development in Delaware is not only inevitable, but also desirable. The
question wasn't whether the First State will grow, but how. Mr.
McMahon, a senior resident fellow on sustainable development and
environmental policy at Washington's Urban Land Institute, cited
examples from his book, 'Better Models for Development in Delaware:
Ideas for Creating More Livable and Prosperous Communities.'...

"Contrary to popular belief, he said, neighborhoods with smaller
streets are safer for children to live on and make houses more
affordable. He said neighborhoods with sidewalks and trees are
generally 8 degrees cooler in the summer and have higher overall value.
Although millions of people in the country play golf, Mr. McMahon said
surveys show people would rather live near bicycle and walking trails
than golf courses..."

VIRGINIA LT. GOV. OFFERS TRAFFIC SOLUTIONS

-> According to a Sept. 19th Daily Progress article, "Localities and
the state need to work together if they are to develop a sustainable
transportation network, Lt. Gov. Timothy M. Kaine said Saturday at the
annual meeting of the Piedmont Environmental Council. The group,
dedicated to protecting the Virginia Piedmont's rural economy and
natural resources, held a joint conference with the Virginia
Conservation Network at the Barboursville Winery in Orange County.

"The conference, themed Reconnecting Virginia, aimed to find a solution
to Virginia's growing traffic problems. The key to this, Kaine said, is
melding land use and transportation planning. 'You have a challenge in
that a state transportation planning process is trying to keep up with
the uncoordinated decisions of 134 cities and counties,' he said. 'One
of the things we have to do is 'put land use and transportation
together.'..."

IN DES MOINES (IA), IT'S ALL ABOUT OPTIONS

-> According to a Sept. 17th Des Moines Register article, "Outdoor
enthusiasts in Ankeny will have more walking, running and bicycling
options if officials approve two trail projects coming before the City
Council for public hearings on Monday. One project, the Interurban
Railroad Bike Trail, would pave paths from Southeast 54th Street to Des
Moines Area Community College and north toward the Uptown Ankeny area.
The other proposal calls for recreational trails, sidewalks and
driveways to be added at four city parks, Otter Creek Golf Course and
Prairie Ridge Sports Complex.

"John Peterson, Ankeny development director, said the trail projects
are part of a plan to make Ankeny 'a more walkable community.' The
Interurban trail proposal would further connect Ankeny's existing
pieces of recreational trails, Peterson said. The second project is
part of an ongoing plan to add more trails to the city's parks. 'As
this network gets more and more completed, it just gives people more
options,' Peterson said..."

KRYPTONITE TO REPLACE BIKE LOCKS FOR CUSTOMERS

-> According to a Sept. 23rd Oakland Tribune article, "Bike lock maker
Kryptonite is offering to exchange its tubular u-shaped locks for free,
in response to a design flaw that allows thieves to open the locks with
the hollow shaft of a ball point pen. Kryptonite said 'all consumers
who are concerned about the security of their current Kryptonite
tubular cylinder locks' will be able to exchange the locks for a
non-tubular cylinder model. The company said it will begin exchanging
products within a few weeks as new locks are made available.

"The company previously said it would offer free upgrades to customers
depending on when they bought the affected locks. 'We decided to
simplify and expand our planned product upgrade program so that we
could expedite the process for consumers and eliminate any lingering
doubt in their minds about their locks,' company general manager Steve
Down said. 'Standing by our customers is the responsible thing to do
for those who rely on our security products to keep their valuables
safe.'..."

WORLD HEART FOUNDATION OUTLINES KIDS' HEART RISKS

-> According to a Sept. 19th BBC News story, "Children who are
overweight are three to five times more likely to suffer a heart attack
or stroke before they reach the age of 65, experts warn. The World
Heart Federation says the unhealthy lifestyles increasingly adopted by
children are behind the increased risk. They warn obesity, poor diets,
smoking and physical inactivity, are now being seen at an alarmingly
early age. They have issued the warning to mark World Heart Day next
Sunday...Children and adolescents will be encouraged to take part in
fitness sessions to mark the day...

"Professor Poole-Wilson, President of the World Heart Federation,
[noted]: "We hold World Heart Day to encourage the world's population
to lead a healthier lifestyle by taking more physical exercise and
reducing the risk of heart disease through smoke-free living, healthy
nutrition and weight control, amongst other measures. We also call on

TAMPA BUSINESSES JOIN COMMUTER CHOICES WEEK

-> According to a Sept. 20th Tampa Bay Business Journal article, "The
Tampa Bay Area Eighth Annual Commuter Choices Week is scheduled for
Oct. 4-9. Organized by Bay Area Commuter Services, it helps educate the
general public, local government and the media about commute options
and the benefits of reducing traffic congestion. The week promotes
carpooling, vanpooling, riding the bus, bicycling, walking, teleworking
and flexible work-hour programs. To publicize the diversity of commute
options, a series of public events will be held in Hillsborough and
Pinellas counties.

"Bay Area Commuter Services encourages motorists to fill out and submit
a commitment card, promising to use a commute option other than driving
alone to work at least one day during the Commuter Choices Week.
Employers and organizations are invited to get involved and support
Commuter Choices Week by ordering free commitment cards and posters

SAUK PRAIRIE (WI) DEVELOPMENT PUTS PATH OVER SEWER

-> According to a Sept. 22nd Sauk Prairie Eagle article, "The Highland
Park subdivision, which began its first phase in 1996, is nearing
completion. The final phase began this year. Matt Elsing, an associate
with ERA Heffron and Associates, said the development covers 78 total
acres and has 131 single residential lots, 18 four-unit apartments, 18
duplexes and six commercial sites...

"The development includes a 3.5 acre park with a shelter, restrooms,
kid's play equipment, courts and playing fields. There is also a paved
bike path over the sewer easement. 'Ultimately we want the bike trail
connected,' Murphy said. 'On the west side along the sewer interceptor
route we are reserving an easement.' This is in keeping with state
Department of Transportation recommendations for a safe and walkable
community. The completed bike path would allow residents to travel by
bike or foot south and east from the subdivisions to the business
district or north without being on a road..."

ARTS CENTER HELPS BRING BACK WALKABLE ESCONDIDO (CA)

-> According to a Sept. 22nd North County Times article, "For most of
its 10 years in existence, the deficit-plagued California Center for
the Arts, Escondido, may have appeared to be a poor investment for the
city. But take a look at downtown today, and the picture brightens.
Much of the recent optimism and increased business activity downtown
can be directly attributed to the center. And downtown vitality was one
of the reasons the city cited for building the $81 million arts center
a decade ago.

"Every downtown needs a defining theme. City leaders knew that
Escondido's downtown started losing its identity -- small shops on
pedestrian-friendly streets -- in 1984, when North County Fair opened
on the city's southern boundary. The giant sucking sound was jobs
fleeing downtown and stores shuttering, followed by the quietude of
downtown streets that were nearly deserted by early evening. For years,
the arts center's economic benefit to downtown was hard to find. But
it's a different story today. Restaurants abound in growing numbers, a
new Signature Theatre Centre opened across the street earlier this
year, and a $30 million, 122-unit condominium project is planned to
replace the former Palomar Lane Bowling Center on North Escondido
Boulevard..."

UTAH GOV. CANDIDATE PROMOTES TRAILS, WALKABILITY

-> According to a Sept. 22nd BYU NewsNet article, "Gubernatorial
candidate Scott Matheson, Jr. released Tuesday his plan to improve
transportation by integrating the planning for projects such as
highways, bike paths and light rail. 'We need to think about
transportation systematically,' he said from a conference room at Utah
Valley State College. 'Highways, commuter rail, light rail, trails,
walkable communities, rapid bus transit: all of those ingredients are
part of our transportation planning system.' Matheson said that if
elected, he would immediately call for a forum to discuss funding for
transportation projects. He stopped short of proposing funding through
any tax increase.

"'All options should be on the table,' he said. Matheson said
transportation improvement was needed to accommodate an increasing
population. He joked that the state needed to act quickly to prevent
every-day traffic from resembling Provo during a BYU football game. The
campaign for Republican Jon Huntsman Jr. offered no criticism for
Matheson's plan. Instead, it insisted that economic growth was the key
to improvement in a range of issues, including transportation..."
