FHWA: BIKE & PED PROVISIONS IN FED TRANSPORTATION LEGISLATION
-> The recently updated FHWA Guidance: Bicycle and Pedestrian Provisions of Federal Transportation Legislation report includes updated references to Federal surface transportation legislation, makes technical corrections and clarifications, and includes references and links to other policies or guidelines and to new links. http://1.usa.gov/1MdXWJR

FHWA: REVISED ELIGIBLE BIKE & PED PROJECTS VIA TRANSIT FUNDS
-> FHWA revised its list of potential eligibility for pedestrian and bicycle projects under FHWA and Federal transit programs (http://1.usa.gov/1pQWubk) to incorporate programs authorized under the Moving Ahead for Progress in the 21st Century Act (MAP-21). The updated list, which appears in a table format, provides a summary of which funding programs can be used to implement various bicycle and pedestrian activities such as installing bike lanes, retrofitting sidewalks, and promoting helmet use among cyclists. http://1.usa.gov/1hq7Hft

PARIS DAY W/O CARS CUTS AIR POLLUTION & NOISE
-> So successful was Paris’s first "day without cars" on September 27 that the city’s mayor wants to expand the effort to help clean up the city’s terrible air quality. The single-day initiative made 30 percent of the city’s roads off-limits to automobiles, but even that minor reduction in traffic was enough to cut pollution levels—and noise—significantly. Some parts of Paris registered 40 percent less smog-producing nitrogen dioxide, 30 percent less nitrogen dioxide, and half as much urban noise. http://bit.ly/1WM1quz. HELSINKI, FINLAND: SUBSIDIZE CITY WORKER BIKE PURCHASES
-> Helsinki puts the use of a bicycle on par with public transit. The Finnish capital city will start giving financial support to any city employee who purchases a bicycle for commuting to work, media reported on Monday. So far employees have been eligible for a transit pass worth 10 euros ($11.2 U.S. dollars) a month. Those using bicycles can now swap the right and get a subsidy for a bicycle purchase. The swap could cover one or two year's worth of transit passes. http://bit.ly/1JRHSvl

LONDON, ENGLAND: OPPOSITION TO SEPARATED BIKE LANES
-> Transport for London has awarded £30 million from its "Mini Holland" budget to transform four busy streets into routes with Dutch-inspired separated bike lanes, where people feel safe to cycle and want to spend more time. Under the plans, Green Lanes is to get lightly separated bike lanes running along both sides of the road; there will be six more zebra crossings for pedestrians; a bleak under-used public space will be remodeled with community involvement; pavements will be resurfaced; there will be more trees, more planters. However, almost every non-chain business along the high streets is protesting against the scheme. Despite a growing body of evidence that small businesses consistently over-estimate how many of their customers arrive by car, and numerous studies – from New York to San Francisco, Auckland to Toronto – have shown that introducing bike lanes has actually led to higher sales. http://bit.ly/1LxJvFS

BOSTON, MA MAYOR TO MAKE COMPLETE STREETS DEFAULT FOR DESIGN
-> Recently Boston, MA Mayor Marty Walsh announced that "Complete Streets" would be the new standard for city planning in Boston going forward. In a speech outlining his desire to see Boston "thinking bigger ideas" and "making bolder plans," Walsh said he would sign an executive order making Complete Streets—an approach stressing the peaceful coexistence between cars, public transit, pedestrians, and cyclists on city streets—the new default design process for Boston. http://bit.ly/1MdBpRz

SALT LAKE CITY, UT: PROTECTED BIKE LANE INCREASES SALES
-> In an in-house study of its new 9-block protected bike lane (300 South Progress Report: http://bit.ly/1QVLnWV), Salt Lake City found that when parking removal was done as part of a wide-ranging investment in the streetscape — including a road diet, street planters, better crosswalks, public art and colored pavement — it converted parking spaces to high-quality bike lanes and boosted business at the same time. Sales tax data show sales rose 8.8 %, compared to 7 % citywide. Door-to-door surveys of 90% of the 90+ businesses along the corridor found 59% were supportive or very supportive. http://bit.ly/1Q3hxzI

OSHKOSH, WI: BICYCLE RICKSHAWS & NURSING HOME RESIDENTS
-> Lutheran Homes of Oshkosh, WI raised money to buy three bicycle rickshaws through Cycling Without Age, a program started in Denmark two years ago that pairs volunteer cyclists with nursing home residents (http://bit.ly/1FSTYtt). The seniors get a chance to go for a bicycle ride and get out in their communities while volunteer pilots get exercise, listen to stories and learn history, in effect gaining new sets of grandparents. Cycling Without Age has swiftly become a growing phenomenon around the world — 500 bicycle rickshaws in a dozen countries, mainly Europe, but also in New Zealand, Singapore and Chile. Last week, Oshkosh became the first Cycling Without Age outpost in the United States along with programs starting in Connecticut, New York and California. So far Oshkosh is the only location in Wisconsin. http://bit.ly/1jNwg7V

GET A SNEAK PEAK AT MASSDOT BIKEWAY DESIGN GUIDE
-> MassDOT plans to unveil a new bikeway design guide in November 4 that will offer the most detailed engineering-level guidance yet published in the United States for how to build safe, comfortable protected bike lanes and intersections. Maybe most important is a set of detailed recommendations for protected intersections, the fast-spreading design, based on Dutch streets, that can improve intersection safety for conventional and protected bike lanes alike. http://bit.ly/1WMjJzu

SEATTLE PLANS TO QUINTUPLE BIKE SHARE
-> The City of Seattle is putting up $5 million in matching funds for bike-share expansion to qualify for a $25 million TIGER grant, $10 million of which would be used to quintuple the number of stations (from 50 to 500) and bikes (from 500 to 2,500), and add electric-assisted bikes to the fleet. As Seattle’s bike-share system nears its one-year anniversary, the Seattle DOT is taking over system management, and nonprofit Puget Sound Bike Share, the previous owner/manager, is being dissolved. It’s a move the city says will help its Pronto bike share more quickly expand to the size necessary to serve as a form of public transit. http://bit.ly/1OXvPo7

NEW BRUNSWICK, NJ: COSTS AND BENEFITS OF A ROAD DIET
-> A case study of Livingston Avenue in New Brunswick, NJ is less about the traffic costs of a road diet and more about the social costs of political inaction. (Costs and Benefits of a Road Diet Conversion: http://bit.ly/1OXsaGS) City leaders have long known about the safety hazards on Livingston Avenue but have hesitated to change traffic patterns for fear of offending drivers. Yet an analysis finds that the safety benefits of reducing automobile space and speeds on the street would far outweigh any losses from driver delay. A research group weighed congestion costs against the safety benefits and found over a 20-year lifespan of the road a "large positive net present value" in every modeling scenario, ranging from $2.6 million to $37 million. http://bit.ly/1Rm0PN8

LEE COUNTY, FL BIKE INFRASTRUCTURE PROGRESS
-> BikeWalkLee (Lee County, FL) took a look at how bike/ped facilities added up in the county from 2010 to 2014, using data collected by the MPO from the Departments of Transportation for Florida and Lee County along with local municipalities. In this four-year period, we added 130 miles of bike/ped facilities, an 18 percent increase, with almost 40 miles of new facilities in Cape Coral and almost 60 miles in unincorporated Lee County. http://bit.ly/1Rtwuw5

CHICAGO ON TRACK TO MEET GOAL OF 100 MI OF NEW BIKE LANES IN 4 YRS
-> Over the last four years, Chicago has been working faster than any other municipality to connect individual game changing projects into a seamless network of low-stress bike routes, as envisioned in the Chicago Streets for Cycling 2020 Plan. According to the Chicago Department of Transportation (CDOT), the city installed or re-striped more than 50 miles of bike routes in 2014, more than in any previous year. In 2015, Chicago is on track to meet Mayor Rahm Emanuel’s goal of building 100 miles of new bike lanes in four short years. http://bit.ly/1GvShg6

TEXAS SOON TO HAVE 6 CITY-WIDE BIKE SHARE SYSTEMS
-> With SunCycle Bike Share launching in El Paso in September, McAllen B-Cycle set to launch in October, and Houston B-Cycle just announcing a big expansion, Texas is leading the nation with 6 city-wide bikeshare systems. http://bit.ly/1KZsst3


THE RESEARCH BEAT

NEIGHBORHOOD CHARACTERISTICS THAT SUPPORT BIKE COMMUTING
-> A study of 100 census tracts with the highest levels of bicycle commuting in the country used American Community Survey (ACS) journey-to-work data to identify neighborhoods with the highest levels of bicycle commuting. CRASH RISK FACTORS & SAFETY RETURNS ON LOW VOLUME ROADS
-> The Oregon DOT released a report (Risk Factors Associated with High Potential for Serious Crashes) that estimates the crash risk of different road types on Oregon’s low volume roads based on their geometric configurations, roadside features, crash history, and traffic exposure. This crash risk index identifies potentially risky locations where safety treatments might be best targeted, and an economic analysis to determine which may result in the highest return on investment. http://1.usa.gov/1KYa6sr

LONGITUDINAL ANALYSIS: CARS, TRANSIT, AND EMPLOYMENT OUTCOMES
-> "A Longitudinal Analysis of Cars, Transit, and Employment Outcomes" (http://bit.ly/1Lw4j0D) examines levels of automobile access in groups that have variable access: poor families, immigrants, and people of color. They further employ two new national datasets of access to jobs using public transit. These datasets help examine the effect of transit and automobile access on income growth over time within families. The research found that poor families, immigrants, and people of color (particularly blacks) are considerably more likely to transition into and out of car ownership frequently, and improving automobile access is associated with a decreased probability of future unemployment and with greater income gains. The costs of owning and maintaining a car may be greater than the income gains associated with increased car ownership. The research also found that living in areas with access to high-quality public transportation has no relationship with future earnings. However, transit serves an important purpose in providing mobility for those who cannot or choose not to own a car.

NATIONAL SURVEY: REPORTED & UNREPORTED MOTOR VEHICLE CRASHES
-> NHTSA publishes crash statistics based on police accident reports, but many crashes are never reported to the police. Although unreported crashes are less severe than reported crashes, many people are injured. Treatment costs and any resulting missed workdays need to be included in the total cost of traffic crashes, as do vehicle repair costs, and costs to repair public and private roadside structures. A 1981 NHTSA-sponsored telephone survey estimated 47 percent of crashes go unreported. A 2008 update of the survey, completed in 2010, found approximately 30 percent of crashes go unreported. The survey asked if anyone had been injured as a driver, passenger, pedestrian, or if anyone was in a damaged vehicle where nobody sustained an injury. KIDS, BUILT ENVIRONMENT, PHYSICAL ACTIVITY & ACTIVE TRAVEL
-> A recently released study examined selected objectively-measured and child specific built environment attributes in relation to proportion of out-of-school time spent in moderate-to-vigorous physical activity and active travel in a group of 236 ethnically and socio-economically diverse children in Auckland, New Zealand. Street connectivity and distance to school were related to the proportion of trips made by active modes. Ratio of high speed to low speed roads and improved streetscape for active travel were related to moderate-to-vigorous physical activity on weekdays only. Inconsistent results were found for destination accessibility. Local destinations (particularly schools) along a safe street network may be important for encouraging children's activity behaviors. OLDER ADULTS, DRIVING & COMMUNICATION W/ HEALTHCARE PROVIDERS
-> AAA Foundation for Traffic Safety has released its "Older Adults’ Preferences for Communication with Healthcare Providers About Driving" (http://bit.ly/1OiNCpL) report. This research synthesized 22 published qualitative studies to identify older adults’ preferences for communication about driving with healthcare providers. The synthesis of these qualitative studies with older drivers support suggestions advocating an empathetic and engaging approach to the emotionally-charged topic of driving. Findings also suggest that providers look for ways to make conversations both routine but also context specific and individualized.

IMPACT OF BORING CITYSCAPES
-> How does a megastructure – plopped into a neighborhood populated with tiny bars and restaurants, bodegas, pocket parks, playgrounds and many different styles of housing – influence the psychological state of the urban pedestrian? What happens inside the minds of city-dwellers who turn out of tiny, historic restaurants and encounter nothing but empty sidewalk, a long bank of frosted glass on one side, and a steady stream of honking taxicabs on the other? To study behavior effects of street design, groups of participants walked specific blocks wearing bracelets that measured their skin conductance – a simple but reliable window into their alertness, readiness to act, pay attention or respond to threat. http://bit.ly/1QTQvLs

The brief profiles four MPOs, each of which used a thoughtful and innovative approach to TAP that was ultimately beneficial to the safety of children and families on the trip to and from school.

NEW ZEALAND SPEED MANAGEMENT GUIDE & IMPLEMENTATION TOOLKIT
-> The New Zealand Transport Agency has released its two-volume final working draft "Speed Management Guide." Their objectives are to 1) ensure a consistent sector-wide approach to manage speeds appropriate for road function, design, safety, use and the surrounding environment (land use), and 2) help Road Controlling Authorities and other system designers identify and prioritize the parts of their networks where better speed management will contribute most to reducing deaths and serious injuries, while supporting overall economic productivity. FHWA ROAD DIET DESK REFERENCE
-> The "FHWA Road Diet Desk Reference" (http://1.usa.gov/1jcx4Tz) provides a snapshot of what the Road Diet configuration looks like, describes how it decreases potential vehicle conflicts, explains why Road Diets are an important tool for improving safety and mobility on roadways, and gives examples of localities that have seen safety benefits from applying the Road Diet configuration.

ITE DESIGN GUIDE: ACCOMMODATING PEDS & BIKES AT INTERCHANGES
-> The Institute for Transportation Engineers (ITE) has released a guide of best practices on interchange designs that accommodate pedestrians and cyclists in the United States and Canada. It identifies precise dimensions, safety features, signage, pavement markings, and design geometries as best practices that may provide insight into future updates of statewide or federal highway design manuals. AARP REPORT: LIVABILITY ECONOMY

It includes specific examples of how livability strategies have contributed to economic vitality in communities across the country.

-> "A Prescription to Move" (#Rx2Move) is a new thought leadership campaign from the Kaiser Permanente Institute for Health Policy and the American College of Sports Medicine. LAB: ANALYSIS OF BICYCLING & WALKING IN AMERICAN CITIES
-> The League of American Bicyclists released its third edition of "Where We Ride: An Analysis of Bicycling in American Cities" (http://bit.ly/1L5Ben4) which tracks the growth of bicycle commuters throughout the country. It ranks each state’s bicycle commuters as a share of all commuters; compares cities with a high percentage of bicycle commuters to other cities; and compares cities by multimodal commuters who also use walking or transit. WOMEN BIKE, WOMEN LEAD TOOLKIT
-> The Women Bike, Women Lead toolkit (http://bit.ly/1hpN2Io) is a template for replicating the Women Bike, Women Lead series, created and piloted in Los Angeles, as a foundation for engaging women with bicycle advocacy at an organization or with a local movement. This guide serves as a model for a three-part event series: organizing community bike rides as a recruitment tool to attend the Women Bike, Women Lead summit; planning a summit focused on bicycling and women; marketing and branding a local Women Bike, Women Lead program; and continuing a program with limited resources. US FWS ALTERNATIVE TRANSPORTATION OPTIONS & EQUITY ACCESS
-> National Alternative Transportation Evaluation (NATE): Overview of Data and Trends for Alternative Transportation in the U.S. Fish and Wildlife Service (http://1.usa.gov/1j4yoau). Questionnaires and site visits with U.S. Fish and Wildlife Service station and regional staff 1) evaluated alternative transportation system options defined as anything other than use of personal vehicles for accessing and travel within wildlife refuges and hatcheries, and 2) considered access by underserved populations as defined by median household income, household car ownership, and/or percentage of non-white population. Alternative transportation is a way for the FWS to offer access to these groups and help them learn about stations. While transportation is not the only barrier to visits by these groups, new alternative transportation systems and mapping of existing systems can open stations to people who could not otherwise reach them.
