-> Philadelphia, St. Paul, Victoria, Madison, Seattle, Chattanooga, Long Beach, Pittsburgh, Vancouver, and . We are pleased to announce the search has started for our next host city. We will be accepting Letters of Interest (LOI) until Friday, March 11, 2016 at 8:00 pm Eastern Time.
The LOI is a statement of your interest in hosting, why your location would be a great host, how the conference will help further local walk/bike/place goals, and who is backing your effort. The search for host city is a competitive process; once we receive LOIs we will evaluate them and invite select cities to a second round of evaluation. We will announce the 2018 host city on the final day of the 2016 conference.

2015 LIKELY SET VMT RECORD
-> Last week, the Federal Highway Administration reported that, with the data from November now in, it looks pretty clear that 2015 was a record year for Vehicle Miles Traveled (VMT). By the end of November, U.S. drivers had racked up about 2.88 trillion vehicle miles traveled; even if the December 2015 data show no gain from December 2014, which is unlikely, that would put the 2015 total over 3.1 trillion. As Secretary Foxx observed on his Facebook page last Friday, that's 2.88 trillion good reasons for America to get Beyond Traffic... http://bit.ly/1QCpr6o
TRAFFIC VOLUME TRENDS
-> Traffic Volume Trends is a monthly report based on hourly traffic count data reported by the States—the latest report is November 2015. These data are collected at approximately 4,000 continuous traffic counting locations nationwide and are used to estimate the percent change in traffic for the current month compared with the same month in the previous year. Estimates are re-adjusted annually to match the vehicle miles of travel from the Highway Performance Monitoring System and are continually updated with additional data. http://1.usa.gov/1k6iaJz
HOW THE FAST ACT IMPACTS COMPLETE STREETS
-> The FAST Act is the first federal transportation bill to ever include Complete Streets. Its Complete Streets provisions represent a great step forward in making streets across the country safer for everyone. EUROPEAN LESSONS FOR KEEPING CYCLISTS RIDING THRU WINTER
-> Umea, Sweden preserves a 24 percent bike commute share even with 130 snow days a year while Copenhagen sees just a slight mode-share decline in winter. The main factors influencing winter cycling rates are the strength of a city’s bike network (ideally made up of protected bike lanes) and how well it maintains this network during the cold and snowy months (ideally as a top priority). Linköping, Sweden has more than 60 miles of prioritized bike routes that get plowed if there’s one centimeter of snow. Copenhagen salts bike lanes before it snows then makes clearing them afterward a priority—even ahead of clearing the general roadways for car traffic. http://bit.ly/1Sim04J

-> Individuals, communities, and governments across the world are undertaking innovative efforts to create great streets that work as shared public spaces and play an important role in the social and economic fabric of the areas they serve. - The façade and edge of a building, when well-designed, can provide comfort, beauty, and interest for those experiencing a street.
- Front yards of a house or building can offer sites for retail displays, outdoor dining, public art, socialization, and children’s play.

HEALTH BENEFITS OF ACTIVE TRAVEL & ENCOURAGEMENT POLICIES
-> A research review summarizes evidence on the health benefits and safety of active travel, and examines policies and programs that can help increase walking and biking rates. While there remains considerable uncertainty about the precise effects of specific measures on levels of walking or cycling, the evidence is strong to support the conclusion that in general such efforts are warranted in light of the substantial health benefits to be gained from increasing active travel. For active travel to contribute to public health, it is crucial to understand how it can be promoted in subgroups of the population least likely to engage in physical activity. This implies considering the equity distribution of policy, program, and infrastructure interventions to promote active travel. MDS NOW PRESCRIBE WALKING TO BOOST HEALTH
-> Health data shows that as little as 30 minutes of walking a day cuts the incidence of Alzheimer’s Disease in half, lowers the likelihood of diabetes by 60 percent, limits colon cancer by 31 percent for women and reduces risk of dementia, heart disease, depression, osteoporosis, glaucoma and catching a cold. This kind of evidence prompted US Surgeon General Vivek Murthy to issue a call for Americans to walk more. "Physical activity – such as brisk walking – can significantly reduce the risk of heart disease and diabetes," Murthy explains. "Even a small first effort can make a big difference in improving the personal health of an individual and the public health of the nation." http://bit.ly/1nOMvU2

SURVEY IDENTIFIES MAYORS’ BIKING INFRASTRUCTURE PRIORITIES
-> Among the key findings in the recently released "2015 Menino Survey of Mayors" (http://bit.ly/1nxr8Xu), Mayors cited the need to fix crumbling roads, grow mass transit, and repair water infrastructure, as well as a desire to improve pedestrian and bike infrastructure: "Mayors express strong support for improved accessibility for cyclists even if it means sacrificing parking or driving lanes, in addition to naming bike infrastructure as key funding priority. More than 70% of mayors supported the tradeoff favoring improved bike accessibility in their city, even if it comes at the expense of parking and driving lanes. Democratic and Republican mayors differ in their level of support for street designs that favor cyclists over drivers, with 44% of Republican mayors and 81% of Democratic ones endorsing improved bike accessibility. http://bit.ly/1PRXlza
PIONEERING VISION ZERO FOCUS CITIES
-> Ten U.S. cities announced plans to step up efforts to eliminate traffic fatalities and severe injuries among all road users by joining the new Vision Zero Focus Cities program, launched by the Vision Zero Network: Austin; Boston; Chicago; Fort Lauderdale; Los Angeles; New York City; Portland, OR; San Francisco; Seattle; and Washington, D.C.
The Vision Zero Network will facilitate cooperation among the Focus Cities, including peer-to-peer exchange of ideas and strategies, sharing data, and regular communication to not only advance the cities’ individual efforts but also advance the state of the practice of traffic safety in cities across the nation. http://bit.ly/1nOtfWF
KING COUNTY, WA SOCIAL MARKETING NETS LESS SEATTLE-AREA DRIVING
-> King County In Motion has earned Tools of Change Landmark Designation (http://bit.ly/1EV3HM5). Since creating In Motion in 2004, King County Metro Transit has applied a growing toolkit of community-based social marketing techniques to persuade nearly 20,000 Seattle area travelers to drive less. In Motion employs motivational messaging, commitments, rewards, engaging materials and norming tailored to the target community. Participants pledge to shift two drive-alone trips per week to transit, ridesharing, biking or walking. The program has been called into action during or in anticipation of major construction, transit restructures or new tolls. CINCINNATI, OH: 42-MILE CINCINNATI CONNECTS URBAN LOOP TRAIL

BIKE SHARE EXPANDS IN BERKELEY, CA
-> Bay Area Bike Share began in 2013 with 70 stations and 700 bikes spread across San Francisco, Redwood City, Palo Alto, Mountain View and San Jose. After a two-year pilot, Motivate –which operates the program in a partnership with transportation authorities and Bay Area cities –entered into an agreement with the Metropolitan Transportation Commission to increase the number of bikes to 7,000 and expand into Oakland, Berkeley and Emeryville. On January 19 the Berkeley City Council approved a five-year bike share program. Over the next two years, Berkeley will receive 400 bikes and 37 stations. The annual bike share pass will be $15 per month or $149 per year and includes unlimited 30-minute trips. Reduced bike passes are also available for low-income residents at $5 a month. http://bit.ly/1PQrZc6
ADAPTIVE MOUNTAIN BIKE TRAILS IN BROWARD COUNTY, FL
-> Watch as volunteer trail builders and users celebrate the opening of the first adaptive mountain bike trails in Broward County, FL’s Markham Park last year. Trail builders created signs with orange triangles to indicate trails wide enough for adaptive bicycles. http://bit.ly/1OYfsDG

EVIDENCE BIKE/PED FACILITIES HAVE MEASURABLE IMPACTS
-> A new report on a study by the Institute for Transportation Research and Education (ITRE), provides empirical evidence that constructing bicycle and pedestrian facilities, particularly those that fill a critical link in non-motorized transportation network, will result in measurable positive impacts. (Behavioral Effects of Completing a Critical Link in the American Tobacco Trail: A Look at Impacts on Health, Transportation, and the Economy: http://bit.ly/1NzopS4, see summary: http://bit.ly/1OXZ7Pt) The construction of the bridge over Interstate 40 and corresponding paved connections joined the two unconnected trail segments forming a continuous 22-mile shared use path corridor. Data collected before and after the addition of the bridge segment were compared to determine changes. The researchers found that use of the trail increased 133% and additional $3.7 million is spent annually on goods and services by those using the trail. The research also portrayed exceptional gains in the amount of physical activity and economic impact measured by people using the trail, occurring just three short months after the opening of the bridge. http://bit.ly/1nmPgLW
URBAN SPRAWL AS A FATALITY RISK FACTOR
-> A decade ago, compactness–sprawl indexes were developed for metropolitan areas and counties. In the current study, the original county index was updated and revised. These indexes were validated against county commuting data and related to county traffic fatality rates through multilevel modeling. When covariates were controlled for, sprawl was found to be associated with significantly higher traffic fatality rates and significantly higher pedestrian fatality rates when adjusted for exposure. Recognition of this relationship is important because it adds traffic safety to other health risks associated with urban sprawl in the literature. BARRIERS TO WALKING TO TRANSIT
-> A recent study in Chicago identified contributing factors that reduced people’s propensity to walk and take transit: access time, safety from crime, and sidewalk availability were important factors that influenced people’s choice to walk to transit. In addition to suburban areas that were not well suited for walking to transit, the results identified areas that were well served by transit but had other barriers that inhibited walking access to transit. BUILT & SOCIAL ENVIRONMENT IMPACT ON KIDS WALKING
-> A recent Canadian study examined how social and environmental barriers related to the mode of travel and children’s independent mobility. Distance was related to the mode of travel: students who lived farther from school were less likely to walk. Children who lived in a residential development constructed before 1960 were more likely to walk to school; this finding suggested that certain features within these older neighborhoods promoted walking. The density of intersections was related to walking, but living in an area with a higher population density discouraged unescorted walking to school. Finally, the age of the child influenced the odds of walking independently, but the relationship varied by environment. Children were able to undertake independent travel at a younger age when living in an older neighborhood. SAFE ROUTES TO TRANSIT PROGRAM EVALUATION
-> The "Evaluation of the Safe Routes to Transit Program in California" reports on enhancements to increase walking and cycling to regional transit stations and how they influenced travel choices, behavior, and perceptions of safety and local air quality. Data from the treatment and control stations suggested that the streetscape and roadway improvements made through the SR2T program positively influenced the propensity to walk, bicycle, and take the bus to transit stations; and pedestrians and bicyclists were overrepresented in those who stopped en route to transit for food and drink. http://bit.ly/1VqdDDv
BIKE SHARING AFFECTS ON PUBLIC TRANSIT
-> A recent study examined the impact of the Capital Bikeshare (CaBi) program on Metrorail’s ridership in Washington, D.C. When CaBi trips were mapped, it was observed that Metrorail stations had been important origins and destinations for CaBi trips. Six of seven CaBi stations producing more than 500 trips were located close to Metrorail stations. This study found that public transit ridership was positively associated with CaBi ridership at the station level. A 10% increase in annual CaBi ridership contributed to a 2.8% increase in average daily Metrorail ridership. TRAIN RIDERS’ BIKE ACCESS INCREASES BIKE-RAIL USERS & SHIFTS MODES
-> To increase the number of train riders, the Dutch implemented a system that offered commuters access to bicycles for travel from the train station to their final destination. As a result train users were willing to trade a trip by vehicle for a train–bike trip and there was an increase in bicycle–transit users. Active Places demonstration projects are temporary, low-cost projects that aim to build momentum for future, long-term changes within a community. Active Places demonstration projects could include popup parks, temporary "bumpouts" at busy intersections and temporary plaza/gathering spaces.
