JOB ACCESSIBILITY BY BIKE: US METRO AREAS RANKING
-> A first-of-its-kind research study from the University of MN ranks the 50 largest (by population) metropolitan areas in the US for connecting workers with jobs via bicycle. (Access Across America: Biking 2017: https://bit.ly/2KBhU9w direct download) The study incorporates traffic stress and cycling comfort in its evaluation of access to destinations by bicycle. Rankings are determined by a weighted average of job accessibility; a higher weight is given to closer jobs, as jobs closer to origins are more easily reached, and are thus more valuable, than those further away. Jobs reachable within ten minutes are weighted most heavily, and jobs are given decreasing weights as travel time increases up to 60 minutes. The top 5 metro areas for job accessibility by bike are New York, NY; San Francisco, CA; Chicago, IL; Denver, CO; and Washington, DC. http://bit.ly/2M7Lsib

MADRID, SPAIN: BACKLASH TO CAR BAN THREAT FROM NEW MAYOR
-> CityLab reported the new mayor of Madrid, Spain vowed to bring vehicles back to the city center. The strong citizen backlash suggests that European cities' car bans are not, in fact, in peril. When the city's current center-right/right/extreme-right coalition came to power following May 26 elections, one of its first promises was to scrap the laws that had seen almost all private cars disappear from inner Madrid-not just from side streets, but from major roads, too. After a whirlwind of protest, Madrid City Hall is pausing its plans to repeal the law. US PM2.5 LOWER THAN AIR QUALITY STANDARD, THOUSANDS STILL DIE
-> Airqualitynews.com reported even though levels of PM2.5 are lower in the US than national ambient air quality standards, pollution is still costing thousands of lives. A study published in the journal PLOS Medicine, which analyzed publicly available data to directly estimate the number of deaths, by age group and sex, and loss of life expectancy due to current PM2.5 levels across the US, as well as the benefits of reductions since 1999. US SENATE TRANSPORTATION BILL GREAT FOR BIKING & WALKING
-> The American Bicyclist eNews reported the first draft of the Senate's Transportation bill (http://bit.ly/2KuzOe8) is great for biking and walking. The new bill makes key improvements to funding programs while also including a new set of climate-related programs and bicycle-friendly policy. Not only did the League get much of what it asked for on safety and infrastructure, bicyclists will benefit from new programs regarding emission and congestion reductions. BILL INTRODUCED: BIKE SHARE ELIGIBLE FOR FEDERAL TRANSIT FUNDS
-> Streetsblog USA reported Rep. Earl Blumenauer (D-Oregon), Ayanna Pressley (D-Mass.) and Rep. Vern Buchanan (R-Florida) - the chairs of Congress' Bike Caucus - this week introduced a bill known as the Bikeshare Transit Act of 2019 (http://bit.ly/2MbZcZF). They proposed changing federal laws so that bike-share programs would be eligible for federal transit money and for a large-grant program that is dedicated (theoretically anyway) to improving air quality. If it is approved, the new law would make billions in new federal funds available to support bike share. http://bit.ly/2M51nhj
BILL INTRODUCED: COMPLETE STREETS ACT
-> The National Complete Streets Coalition reported the proposed federal Complete Streets Act has the same structure as a successful Massachusetts law and does 3 basic things: 1) Sets aside federal funds to support Complete Streets projects (5% of annual federal highway funds); 2) Requires localities to adopt a Complete Streets policy that meets a minimum set of standards to access funding; and 3) Requires states to create a program to provide technical assistance and award funding for communities to build Complete Streets projects. DRIVERS' PASSING DISTANCES LOWER FOR FEMALE CYCLISTS
-> Streetsblog USA reported new evidence suggests that women might justly fear for their safety when riding a bike. A new study measuring passing distances in Hennepin County, MN, finds that drivers are much more likely to pass female cyclists at an unsafe distance. (Bicycles, Gender, and Risk: Driver Behaviors When Passing Cyclists: http://bit.ly/2KA72sN) Researchers used radar to measure the passing distance on different kinds of streets - those with protected bike lanes, those with no bike infrastructure, and those with painted bike lanes. The study confirms female cyclists' concerns about safety on the road, and underscores the need for greater investment in safer facilities like protected bike lanes. http://bit.ly/2KwpMt1
COMPLIANCE WITH BICYCLE PASSING DISTANCE LAW IN AUSTRALIA
-> A study from the University of Adelaide reports on the levels of non-compliance with a new Australian law that requires drivers to provide more than 1 meter (just over 3 feet) of space when passing a cyclist on a road with a speed limit of 60 km/h (37 mph) or below, and 1.5 meters (nearly 5 feet) of space when passing a cyclist on a road with a speed limit above 60 km/h. To evaluate bicycle passing distances in the Australian Capital Territory (ACT), specialized passing distance measurement devices (PDMDs) were installed on a sample of 23 cyclists who ride in the ACT. SEARCH GOOGLE MAPS FOR BIKE SHARE STATIONS IN 24 CITIES
-> Engadget reported in 24 cities in 16 countries, Google Maps will now show bike-sharing stations and display how many bikes are available at each one. Or, if you're using a bike and you need to return it, you can see whether there is an empty space at a nearby station. (In North America: Chicago, Los Angeles, Montreal, New York City, San Francisco Bay Area, Toronto.) Google says more cities will be added soon. The system makes use of a feed of global bike-share information from the transit data company Ito World. https://engt.co/2M7OPWn
AMSTERDAM, THE NETHERLANDS: SAFE, BIKEABLE STREETS, NO FREE PARKING
-> An op-ed published by Streetsblog USA provides a history of how Amersterdam, The Netherlands, once as congested and car-choked as the worst Western cities, became the "bike capital" of the world. The city's $8-an-hour parking fees, residential permits, and limits to car ownership all played a role. Their technical solutions for overcoming car dominance can be applied to any city. http://bit.ly/2M529e6
MASS SHOOTINGS DESTROYING OUR SENSE OF PUBLIC SPACE
-> CityLab reported recent mass gunmen not only destroyed the victims' bodies and forever altered survivors' lives. In as little as a minute, they also tore new holes in the sense of safety and community that makes public life possible. Nothing endangers American public space in 2019 as much as mass shootings, says Yale sociologist Vida Bajc, who studies public space and security. WALES: WORLD'S FIRST FUTURE GENERATIONS COMMISSIONER
-> Positive.News reported Future Generations Commissioner for Wales Sophie Howe's job is to make tomorrow a better place. There's certainly no other role quite like it. NEW YORK, NY COURT REQUIRES SIDEWALK ACCESSIBILITY FOR DISABLED
-> Smart Cities Dive reported a New York, NY judge approved a years-long class action settlement that establishes a plan to improve the safety and accessibility of the city's sidewalks for the disabled community. The agreement requires a citywide survey to determine which corners need curb cuts added or upgraded, and mandates a schedule to ensure that every corner in the city becomes accessible. New York will be required to maintain curb cuts with the same frequency that roads are repaved, ensuring that the city's heavy traffic, weather and congestion don't erode the curb cuts over time. The settlement should remind cities that conducting a self-analysis to address these barriers is required by the American Disabilities Act. http://bit.ly/2Ky0VF3
NEW YORK, NY BIKE INFRASTRUCTURE & SAFETY PLAN
-> Smart Cities Dive reported New York, NY Mayor Bill de Blasio announced a bicycle plan to improve cycling infrastructure and cyclist safety across the city. (Green Wave: A Plan for Cycling in New York City: https://on.nyc.gov/2M2mf9b) The $58.4 million plan contains concepts involving infrastructure design, rule enforcement, legislation, policy and education to increase street safety. Some specific elements are: building 30 miles of protected bike lanes each year, with the goal of 80 miles by 2021; implementing new design standards to increase intersection safety; targeting enforcement of high-risk behaviors including speeding, failing to yield and blocking bike lanes; expanding the Off-Hour Deliveries Program; supporting policies and legislation targeting cyclist and vehicle driver behavior; and launching the next phase of the Vision Zero educational campaign. http://bit.ly/2M677HA
NEW YORK, NY NEW LAW: CYCLISTS TO USE LEADING PED INTERVAL
-> Curbed New York (NY) reported in November cyclists will get the jump on cars alongside pedestrians at nearly 3,500 Leading Pedestrian Interval intersections across New York City thanks to a law passed by the City Council late last month. (Bicyclists Following Pedestrian Control Signals: https://on.nyc.gov/2M4TWqi). The intervals allow bikers to partake in a few seconds head start pedestrians have before parallel traffic gets the green light, thus making cyclists more visible to turning drivers. The safety measure is a shift in how the city views cyclists and is especially crucial as New York City struggles with a surge in cyclist deaths. http://bit.ly/2KvTiPB
HAWAII: ILLEGAL TO START CROSSING STREET ONCE COUNTDOWN BEGINS
-> Governing reported that Hawaii recently passed a law allowing police to give pedestrians $130 tickets for starting to cross a street when the countdown clock starts. Walkers who are already in the intersection when the countdown appears (at the start of the flashing orange hand or "Don't Walk" signal) will be allowed to finish. California recently changed its law in the opposite direction: Pedestrians are now allowed to cross during the countdown, so long as they get to the other side by the time it ends. (http://bit.ly/2KxVdD7) Countdown timers usually give pedestrians plenty of time to cross, figuring the pedestrian will move at 3.5 feet per second. http://bit.ly/2Ks9DVu

GILROY, CA CAMPAIGN TO STOP TRASH CANS FROM BLOCKING BIKE LANES
-> A Silicon Valley Bicycle Coalition blog describes the challenges of trashcans and carts people have placed in the bike lanes on trash pick up days. The Gilroy (CA) Bicycle Pedestrian Commission discussed the issue earlier this year. (The existing California Vehicle Code states bike lanes cannot be blocked) They decided as a group with public input they would create a public campaign based on education and encouragement. The Commission established a relationship with the area trash collection business who agreed to add "Do Not Block Bike Lanes "on their existing flyers to customers, and to add a flyer to their bill inserts. The City of Gilroy has begun including their flyer artwork in an email campaign, and the Commission has begun social media posts. http://bit.ly/2M5dhrr
CHICAGO, IL: RESIDENTS HELP PLAN BIKE SHARE EXPANSION
-> SmartCitiesWorld reported the Chicago, IL city council approved plans to expand their bike-share system citywide to all 50 wards. The expansion will add another 10,500 e-bikes and 175 stations by 2021 bringing the total fleet to approximately 16,500 bikes. The Chicago DOT and Lyft announced the launch of the Divvy community tour, which will provide an opportunity for residents to engage with the team, help inform the next phase of Divvy's expansion, and have the chance to demo the new Divvy e-bikes. http://bit.ly/2M4myjF

- BIKE SUPERHIGHWAYS FOR URBAN TRANSPORT
-> A study identified the potential to increase bicycle share via bicycle superhighways in urban areas. It presented an algorithm to identify the optimum number and locations of the connectors between proposed new infrastructure and the existing network. A real-world case study in Patna, India showed the application of the proposed superhighway and found the bicycle share rose as high as 48% up from 32%. - ALTERNATIVES FOR LEFT-TURNING CYCLISTS AT TANDEM INTERSECTIONS
-> A study considered 4 alternative time separation and spatial separation designs to improve the practical capacity of tandem intersections and eliminate the conflicts between left-turning bicyclists and left-turning drivers at a main signal. The results demonstrated the promising effect of the "two-step crossing for left-turning bicyclists" design and the "moving the stop line backward" design in avoiding conflicts between left-turn bicyclists and drivers while improving vehicular capacity. The "two-step crossing for left-turn bicyclists" design can improve vehicular capacity by 10-20%, but it increases the delay for left-turn bicyclists. ACCIDENT ANALYSIS & PREVENTION

- REVIEW: DRIVER IMPACT SPEED & PROBABILITY OF PED FATALITY
-> Researchers reviewed 4 electronic databases (MEDLINE, EMBASE, COMPENDEX, and SCOPUS) to identify 55 studies of driver-pedestrian crashes to consider the relationship of estimated driver impact speed and the risk of a pedestrian fatality. Their analyses found that when the estimated impact speed increases by 1 km/h (0.62 mph), the odds of a pedestrian fatality increases on average by 11%. The risk of a fatality reaches 5% at an estimated impact speed of 30 km/h (18.6 mph), 10% at 37 km/h (23 mph), 50% at 59 km/h (36.6 mph), 75% at 69 km/h (43 mph) and 90% at 80 km/h (50 mph). - MODELING CONTRIBUTING FACTORS TO ELDERLY PED COLLISIONS
-> This paper identified the exclusive contributing factors to elderly pedestrian collisions, rather than younger pedestrian collisions. The outputs from researchers' multinomial logistic regression model suggest that facilities such as raised median, three-way intersection, street tree, and park and recreational land use improve the safety of elderly pedestrians. They also imply that bus stops increase elderly pedestrian collisions, while the intersections with crosswalks or colored crosswalks do not contribute to elderly pedestrians' safety, but do to the safety of younger pedestrians. - PARENT-ADOLESCENT BIKE SAFETY INSTRUCTIONS & BIKING BEHAVIOR
-> A study examined parent-child agreement on biking instructions and their correlation with the early adolescents' real-world riding behavior. Results highlight lack of agreement between parents and adolescents on cycling instructions the adolescent received from the parent. Parent instructions were not associated with actual riding behaviors, which suggested parent messaging to adolescents may be ineffective. Given parents are in a position of influence, results indicate a need for parental training on effective safety-related communication strategies. E-BIKE USER PHYSICAL ACTIVITY LEVELS VS. CYCLISTS & NON-CYCLISTS
-> A study published in Transportation Research Interdisciplinary Perspectives compared physical activity levels of e-bike users and conventional bicycle users as well as across e-bike user groups based on the transport mode substituted by e-bike. Researchers analyzed physical activity, transport and user related parameters from 10,000 survey participants in 7 European cities. Their data suggest that e-bike use leads to substantial increases in physical activity in users switching from private motorized vehicles and public transport, while net losses in physical activity in e-bikers switching from cycling were much less, due to increases in overall travel distance. CUSTOMER SATISFACTION OF BIKE SHARING SERVICES
-> A study to be published this fall in Sustainable Cities and Society, notes there is a gap in the literature about bicycle sharing services' customer satisfaction and aspects related to the quality of bicycle sharing services. Researchers adapted the SERVPERF tool to assess the quality of bicycle sharing service, and identify which aspects impact on users' satisfaction. TRAVEL TIME, COSTS HIGHER PREDICTORS OF SOCIAL CONNECTEDNESS IN URBAN AREAS
-> The National Bureau of Economic Research released a paper that used data from Facebook to explore the spatial structure of social networks in the New York metro area. Researchers highlighted the importance of transportation infrastructure in shaping urban social networks by showing that travel time and travel costs are substantially stronger predictors of social connectedness between zip codes than geographic distance is. They also documented significant heterogeneity in the geographic breadth of social networks across New York zip codes, and showed that much of this heterogeneity is explained by the ease of access to public transit. ACCESSIBILITY MEASUREMENT FOR PROJECT PRIORITIZATION
-> A paper published in the Transportation Research Record: Journal of the Transportation Research Board describes the accessibility scoring approach applied by the Virginia DOT in the Smart Scale project prioritization process in 2018. The accessibility scoring approach identifies the increase in jobs accessibility for candidate projects submitted for state funding. This paper includes the development of the Smart Scale accessibility scoring system, including a summary of research performed to identify system parameters; the relationship between mobility and accessibility; and the Smart Scale accessibility transferability to other locations and initiatives and the possible evolution of the Virginia DOT approach in the future. INCLUSIVE WALK AUDITS
-> In a guest blog published by America Walks, advocate Juliette Rizzo described her experiences conducting inclusionary walking audits around the US, which resulted in changes in participant's understanding and knowledge, as well as improved conditions for people living with disabilities. Juliette also shared some best practices for making sure walk audits are inclusive. GREATER PHILADELPHIA, PA: UPDATED ONLINE MAPS
-> The Bicycle Coalition of Greater Philadelphia reported their Bike Maps page is their most-accessed resource. The arrival of 2019 bicycle network data from the City of Philadelphia and the latest update to the Circuit Trails map prompted them to update their Regional Bike Map. The Regional Bike map is the most comprehensive resource of bike infrastructure in the Greater Philadelphia Region. Among other features, the map differentiates between physically protected bike lanes and bike lanes only marked with paint of any type, listed as "Standard." With the help of ESRI's Non-Profit Organization Program, they imported more data into ArcGIS online. ArcGIS online also includes Story Map, a map-friendly presentation app they used to create some reports. As they transition from Google Maps to ArcGIS, look for more of their online maps to improve in the near future. http://bit.ly/2M4ZXDw
DETROIT (MI) BIKE AND WALK MAP
-> The Detroit (MI) Greenways Coalition released its new Detroit Bike and Walk Map. It shows all the current trails and bike infrastructure in Detroit as well as the Iron Belle Trail. It also includes all the repair stations, bike shops, and kayak launches. A substantial effort went into including all the relevant laws pertaining to bicycling and pedestrians. They also highlight laws motorists must follow around bicycles and pedestrians.
